What a cool guy - if you look closely it has these blueish greenish eyes. Japan has its own species as well known as the “Japanese Cormorant” (and it looks nearly the same..) but I think the one I generally spot in Japan is the “great” variant.
Suprisingly this one was happy to walk amongst all the humans. Also note the white on his chest, maybe it's not yet full-grown?
